It is impossible to simply answer this question yes or no. 
The matter of an access to higher education depends on the country. 
It is obvious for me that the developing countries still has poor societies in which the families are unable to cover all the expenses  for education. The governments  there should provide people with an access to higher education. It is reasonable also because of the fact that the well-educated society helps the economy develop. 
However, the developed countries (in which university education is mostly paid) shouldnt change their solutions. Paying for your studies is typical in all Western countries, and a potential student is secured by a well0developed system of credits. it means that everyone can manage to gain a Bachelor  or even Master  degree. 
Basing on these facts, I would suggest making the higher education paid and meeting social demands by providing them with credits available for each single student. That would also help to improve the quality of teaching.
